Trusteeship Council;
b. by a two-thirds vote to adopt the initial
territorial characters, to amend such
characters, to designate the administering
authorities, to remover the authorities
for cause, to determine the conditions of
termination, and to terminate trusteeship
of any territory;
c. to institute investigations into any aspect
of the trusteeship system;
d. to authorize representation of the Organi-
zation on any regional or technical com-
mission within whose sphere of responsibility
a trust territory may be situated;
e. to encourage and facilitate cooperation be-
tween the Trusteeship Council and the Economic
and Social Council and between the admin-
istering authorities and the economic, social,
and other organizations or agencies brought
into relationship with the Organization; and
f. to assign to the Trusteeship Council such
powers and functions, in addition to those
listed in paragraph 2 below, as may be
deemed desirable.
2. The Trusteeship Council, exercising general
supervision over trust territories, should be empowered:
a. to advise the authorities administering
trust territories;
b. to call for and examine reports from the
administering authorities;
c. to interrogate representatives of those
authorities;
d. to receive petitions and to hear petitioners
in person;
e. to
