self-help, and avoid unnecessary duplication in research.
 
     2. The regional commissions should be empowered to
make recommendations to the respective members relating
to the problems of common concern to the given region and
to request and review annual or special reports on subjects
within the competence of the commisssions from members ad-
ministering dependent territories in the region, The
commissions should be empowered to reach agreements, sub-
ject to acceptance by their respective members, on bud-
getary arrangements, personnel, and. other administrative
details pertaining to the commissions.
 
     The official representatives of the regional com-
missions should for purposes of gathering information es-
sential to the work of the commission, and subject to
prior notification to the authorities concerned, enjoy
the privilege of free access to the dependent territories
of any member in the region.
 
D. PROCEDURE
 
     1.   Each regional advisory commisssion should adopt
its own rules of procedure, including provision for new
members.
 
     2.   Each regional commission should prepare reports
periodically on the work of the commission for submission
