I would in conclusion beg Your Excellency to believe that 
      I would not have ventured to put the above case so frankly to 
      you were it not for Your Excellency's own recently-expressed 
      desire for a clarification of Anglo-Spanish relations, and for 
      my conviction that the relations of friendship and cooperation 
      between our two countries are desirable and that they can only 
      be developed and maintained within the framework of the principles
