DRAFT DECLARATION REGARDING ADMINISTRATION
OF DEPENDENT TERRITORIES
The United Nations and the Nations associated with them
Having regard for the principles enunciated in the
Atlantic Charter and in the Declaration by United
Nations of January 1, 1942;
Desiring to give in dependent territories effective
application of those principles and provisions of
existing international conventions and agreements
which have promoted and which may be expected to
promote the social, economic, and political advance-
ment of dependent peoples;
Realizing that economic development and stability
in dependent territories are closely related to
the welfare of the world community and to the
preservation of world peace;
Being convinced that the well-being of the world
requires the protection of dependent peoples and upon
aggression and imposes upon these peoples and upon
the administering authorities a mutual obligation
to comply with the requirement of world security;
Reaffirming the intention to assist in the develop-
ment of the capabilities of dependent peoples with a
view to realization by them of reasonable aspirations
which may be theirs to participate in and contribute
to the progress of the world community;
