                     DRAFT PROPOSAL
 
    REGIONAL ADVISORY COMMISSIONS
 
A.  Purpose
     1. The welfare of dependent people and the re-
sources of dependent territories are of proper concern
to the international community at large. The establish-
ment of regional advisory commissions in regions char-
acterized by the presence of numerous dependent ter-
ritories would be one means whereby states responsible
for dependent territories could recognize such con-
cern and could discharge their obligation to promote
the welfare of dependent peoples through international
cooperative effort.
 
     2. The regional advisory commissions should have
as their primary purpose the promotion of the political,
economic, and social welfare of the peoples inhabiting
the region.
 
B.   MEMBERSHIP AND
       STRUCTURE
 
     1.  Membership in the regional commissions should
consist of states responsible for the administration of
dependent territories in the region, independent states
