within, the region, dependent territories in the region
which have attained a considerable degree of self-
government, and other states having major economic or
strategic interests in the region. The general inter-
national organization should be represented on any re-
gional commission within whose sphere of responsibillty a
trust terrltory may be situated.
 
     2.  Each regional commission should operate on the
basis of an agreement between its members. With a view
to the progressive advancement of the dependent peoples,
such an agreement should incorporate a statement of the
principles which would guide those members responsible
for the administration of the dependent territories wtthin
the region.
 
     3. The members of the regional commissions should
designate official representatives to serve as commis-
sioners. The number of commissioners to be designated
by the members of each regional commission should be
specified in the basic agreement.
 
     4. The regional commissions should be responsible
within their terms of reference for the formulation of
policy and the initiation of programs and recommendations.
Each commission should appoint a secretary-general and 
provide for a joint permanent secretariat, composed of
